  1. $\begin{array}{rcl}
    x & = & 72\div(1+20\%) \\
    & = & 60
    \end{array}$

  2. The angle at centre of District $C$

    $\begin{array}{cl}
    = & 360^\circ-60^\circ-72^\circ-120^\circ-30^\circ \\
    = & 78^\circ
    \end{array}$

    Since the angle at centre of District $A$ is not greater than that of District $C$, i.e. $72^\circ<78^\circ$, then the number of traffic accidents occurred in District $A$ is not greater than that in District $C$.
