Note that the distance between the point $(-2,-1)$ and the straight line $y=-5$ is equal to the distance between the image and the straight line $y=-5$.

Note also that the axis of reflection $y=-5$ is a horizontal line, then the $x$-coordinates of the object and the image are the same.

Therefore the coordinates of the image are $(-2,-9)$.
